The notice proposes to support the orderly resumption of production of foreign trade, foreign capital, commercial circulation and e-commerce enterprises. Actively coordinate relevant departments, and include key trade and business distribution companies and e-commerce companies that are responsible for the supply of essential necessities for life into the priority protection scope of protective materials, and give priority to the necessary protective materials such as masks, disinfectants, protective gloves, and goggles.
The notice is clear, simplifying foreign trade management procedures. Guide enterprises to apply for import and export licenses without paper. In terms of stabilizing foreign investment, the notification requirements instruct foreign-funded enterprises to make full use of various support policies and measures to respond to the epidemic. For large foreign-invested projects under construction, carry out "point-to-point" service guarantees, coordinately resolve issues such as land use, labor, hydropower, and logistics, and ensure that corporate investment proceeds as planned.
